City Council Meeting Minutes


The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. in Council Chambers of City Hall at 106 West 5th Street with the Honorable Mayor Billy McDaniel presiding. Upon roll call the following people were present: Aldermen Nathan Anderson, Charles Barfield, William Carrell, Richard Corzine Sr., David Daugherty, David McManus, Robert Midnight, and Jerry Mizell; Corporate Counsel Rick Abell, City Clerk Brenda Westbrooks, George Giltner, Brian Giltner with his two children Madison and Zackary, Larry Douglas, Frank Walsh, with Corporate Finance Officer Patricia Suttles joining the meeting around 7:45 p.m.



The meeting was opened with the Pledge of Allegiance followed with Prayer led by Mayor Billy McDaniel.

Mayor Billy McDaniel reminded everyone that the American Legion Ball Tournament starts tomorrow morning at 10:00 a.m. playing games throughout the day and into the evening. The Tournament will go through Saturday, August 2nd.
The first pitch is to be thrown out tomorrow night at 7:00 p.m. with our own Alderman David Daugherty to sing the National Anthem.
Mayor McDaniel asked that as many Council members as possible be there at 7:00 p.m.

Mayor McDaniel also reminded everyone of the Run for the Fallen. A group of people that are a part of this will be walking from Herron to Metropolis Thursday placing markers for the Fallen Soldiers along the way. They are expected here around 6:00 p.m. or 7:00 p.m. and the American Legion and VFW are providing a BBQ dinner that evening for them.

Report on Cedar Lane Water Project:
Mr. Abell said he has finished the agreement with Mr. Gentry but still need to get their signatures on it.
The easements and purchase agreements have been done and distributed to the residents. There have been close to 40 of the 49 residents that have signed and returned their agreements.
Mr. Abell said he feels safe in moving forward with the project with the 40 signatures. He said he only knows of one person that doesn’t want to sign and when we get to him we will cut him off and he will be on his own. He plans to dig a well.
Mayor McDaniel said that the material for this project has been ordered and is in but not shipped yet. He said if it is ok with the Aldermen he would like to have J.K. Thomas to have the material shipped so it will be there ready to go as soon as we get Mr. Gentry’s signatures. At that point we should be able to start work and have the residents good water within 2 weeks.


Woodhaven Update:
Mr. Abell said that the good news is that the agreement is now going between the Attorneys.
He said he received the customer list this last week along with some cost data. We now need to get it finalized and signed. Then we will need to pay 50% upfront with the balance due at the end of the 45 day transfer period.

Jones Fence $80,024.00
Terrance Fence $121,735.00
Gardner Fence $79,178.00

Gardner Fence has the lowest quote and can start on 18th of August and said he would be done in 14 days.

IMUA Presentation to Miss Brittany Heisner:
Dr. Ed Cobau who is the Manager of Safety and Training with IMUA as well as their Coordinator of their Scholarship Program, was present at tonight’s Council Meeting to award a $500 scholarship to Brittany Heisner.
When Mayor McDaniel learned of IMUA’s scholarship program he informed the High School so they would be aware of it and could have the students apply for it. As it turned out one of our own Massac Co. High School Students, Brittany Heisner won the scholarship.

Monday Night Live:
Mary Street, Linda Anderson, and Bruce Snyder were all present tonight because Mary said that they were told that the City was going to replace them. They have been running the Monday Night Live Program. They said they know there have been complaints against them but they don’t understand. You can’t please everybody and they feel they have done a good job that the attendance has increased greatly since they took over and want to continue with the program if the Council will allow them too. Mrs. Street also asked why someone didn’t contact her and let her know there was a problem.
Mayor McDaniel told them that for the most part they have done a good job but that the complaints are such that it is probably time to let someone else run it for awhile. He also told her that she was here tonight so she must have know something and that she could have also called his office when she heard the rumors to find out what was going on. Mayor McDaniel said that there is a letter that was prepared to send to her but that they didn’t have a physical address so he gave it to her then. He also told her that if she wanted to discuss this further she could contact his office and he would be glad to talk with her.

Mrs. Catherine Busbee informed the City Council of a rededication ceremony for Marshall Crouch who was the first Marshall to be killed in the line of duty in Massac County. At least the only one they know of. She said he died on February 7, 1901.
Mrs. Busbee said that his grave maker is in two pieces and you can’t read the writing on it any longer.
The Historical Society contacted a monument company to see about replacing the marker and Mr. Taylor who owns the company is replacing it free of charge.
Mrs. Busbee invited everyone that could to come to the rededication.



Miss Virginia Riley had an incident with her service dog in the City Swimming Pool a little while back. She nor her dog were not denied access to the pool, but when the dog got partially into the pool, Mrs. Abell ended up having to ask Miss Riley and her dog to leave.
Miss Riley said she was here tonight to ask if a decision had been made on whether or not her dog is allowed to return to the pool with her. She said it is important to her health to be able to go to the pool but she can’t go by herself. She has to have either her dog or her assistant. Miss Riley said she just wanted consideration as a human and a disabled person.

Mayor McDaniel said that we have three other City employees that are retiring and they will be missed. They are Roger Short, Dempsey Sawyers, and David Goins. These men were all operators for the City with over 20 years of experience. Another employee, Jimmy Holley retired a few months ago from the Water Department.
Mayor McDaniel and Alderman William Carrell both said that we greatly appreciate these employees and will not only miss them but their 20 plus years of knowledge and experience they take with them.

RUN FOR THE FALLLEN
Run for the Fallen is a non-political and non-profit organization that is running from California to Arlington, VA to commemorate each American soldier who has given their life while serving our nation in Operation Iraqi Freedom. Runners will mark each mile of their cross-country journey with an American flag in remembrance of each fallen soldier.
On July 31, 2008 the Run for the Fallen route includes the 63 miles from Herrin, Illinois to Brookport, Illinois. On that day VFW Post 3847 and American Legion Post 306 will be supporting the runners with water and hydration along the 22 miles of the route which lies in Massac County. At the conclusion of the day’s run there will be a BBQ Dinner provided for the soldiers and support personnel. Mayor McDaniel said that the City will be helping with a donation for the dinner.

Woodhaven Subdivision Electric Update
Corporate Counsel Rick Abell reported that Ameren has the draft of our agreement and that he is in the process of getting backup data and will be having another telephone conference this week. Mr. Abell added that we should be getting a customer list from Ameren soon.


Cedar Lane Water Update
Mr. Abell told the Council that they have pretty well finalized the agreement with Cedar Lane residents but he is still working on one with Mr. Gentry.

Billboard Campaign for Metropolis
Tricia Steckenrider told the Council that Andy Clarke has been talking with her regarding the possibility of using tourism funds to help with a billboard campaign for the City of Metropolis. She said that normally she is not a big fan of billboards but Andy located 8 high traffic areas with some in conjunction with Harrah’s advertising which means a savings for us. Therefore she said he is in agreement to help with a billboard campaign for the City. She said that she has a balance of around $44,000 from the Tourism Marketing budget for 2007 that she is proposing be used for a billboard campaign. This will not be enough since the total for the proposed campaign is around $93,000. Therefore she is going to submit a 50/50 marketing partnership grant application with the State to cover the balance needed. Tricia said she would submit the application in the City’s name since she has already done one under Southernmost Tourism. She said she sees no reason why we shouldn’t receive the grant but if for some reason we don’t she will be back to try to figure something else out.

Filmore Street Sidewalk Project Easements

Alderman David McManus asked Corporate Counsel Rick Abell the status of the easements for the sidewalk project on Filmore Street in the 3rd ward.
Mr. Abell told him that he still needs to do the Housing Authority’s yet and he will try and see if he can get that done.

Rick Abell informed everyone that the IMEA Annual Baseball outing will be August 27th and he has two more tickets if anyone wants to go.

As for the Woodhaven Electric Project, Mr. Abell said that we still have some housekeeping issues. We are still waiting for a list from Ameren of customers to be transferred as well as a few other things.
Mr. Abell said that we will need to carry the money over in the new budget for this project.

Mr. Abell reported that IMUA has a scholarship program and the Mayor was instrumental in getting Massac High School involved and it turned out that one of our students won the $500 scholarship. Brittany Heisner, the daughter of Dr. & Mrs. Terry Heisner will be presented the scholarship by Ed Cobau, Manager of IMUA at the City Council Meeting on July 14th.

Alderman William Carrell asked that the Council discuss the specs for a metal building for the Sports Park. He gave everyone copies of a proposal from Bailey Construction along with a sheet he prepared with items from Biggerstaff Construction proposal that Mr. Biggerstaff oked. Mr. Biggerstaff’s original proposal was very vague and Alderman Carrell was instructed by the Councilmen to ask for more information which he did as well as ask Bailey Construction for a quote on a metal building since he didn’t originally quote a metal building. The quotes for a metal building are as follows:(Biggerstaff $33,000 and Bailey $36,686)
Alderman Carrell said that Bailey’s proposal or quote is for a turn- key job, where Biggerstaff’s is not. Biggerstaff didn’t quote an overhead door or coating. He told Mr. Carrell that it shouldn’t cost over $1,100 for an overhead door and the coating which would still make him have the lowest quote.

Sports Park Update – Alderman William Carrell
Alderman William Carrell reported that the 3 new ball diamonds are built and the water seems to be draining from the fields really well. He said that the Mayor has been talking with someone on the seeding and fertilizing.
Alderman Carrell said that Mr. Showmaker will start the soccer fields next.


Disinfection Process – Frank Walsh
Mr. Walsh reported that the disinfection process phase-I at the Waste Water Treatment Plant is completed and has been on line off and on for the last week and a half. The testing meets standards and
are well within the limits. He said we still have to run a water line then we should be able to close the book on this one.


Library Update – Alderman William Carrell
Mr. Carrell gave the following report on the Library:

June 8, 2008 was the official retirement date for Joann Downing as Director of the Metropolis Public Library. She was a dedicated Librarian and employee servicing the Metropolis Public Library the past thirty-three years. Joann assumed the Director position in 1996 which she faithfully served until her retirement.




Effective July 1, 2008 Deborah Sommer will be the new Director of the Metropolis Public Library. She grew up in this area and attended Murrary State University where she received a Bachelor’s Degree in business; then a Master’s Degree in Library and Informational Science at the University of Tennessee. She has worked at the University of Georgia, University of Missouri and Vanderbilt University Libraries as well as the Federal Government. Deb has experience in grant writing and developing new programs and brings a lot of new ideas to the Library with her twenty eight years of experience.

Computer Classes:
The Library is offering free computer classes in the Library’s new computer lab/classroom. There are currently two classes underway. The Tuesday Morning class meets at 10:30 a.m. and there are nine retirees taking the class. The students have learned the basics in the first two sessions and are now taking MS Word – how to write letters and other documents. There is a similar class on Thursday night at 6:30 p.m. with five students. These are working people who wish to upgrade their computer skills to find better jobs. They are learning the same basics as the morning class. We will progress through different types of software the participants wish to learn. The next beginning class starts Monday, June 30th at 6:00 p.m. and Deborah Sommer, the new Library Director is the one teaching the classes.

Citizens Request Time:
Steve Bunyard who is Chairman of the Tourism Commission explained to the City Council that the Commission approved 4 grant applications for the Council to approve tonight but did not recommend payment of two other grants.
Mr. Bunyard also said that the Commission was confused at the last meeting as to the total amount in the Tourism Funds. Therefore they questioned the City using Tourism Funds for the Dip N Dots project. They were not against the business coming to Metropolis but were afraid the fund would be drained to the point all the events they wanted to see done wouldn’t happen due to lack of funds. However since then the numbers were refigured and they now realize there is more money than they thought and that the fund looks good even with a 15% decrease due to our present economy.
Some of the Commission still questioned if it was proper to use Tourism Funds for Dip N Dots.
Corporate Counsel Rick Abell assured them that Dip N Dots is a Tourism Project and that it is proper and legal to use the funds.

Alderman William Carrell passed around a thank you card from the Monday Night Live Group thanking the Mayor and City Council for providing the new building for them to be able to use. It is a really nice facility and they think the money spent for the building is the best money the City has ever spent.

On Monday, May 12, 2008 at 7:00 p.m. the regular meeting of the City Council, City of Metropolis, Illinois was held in Council Chambers of City Hall at 106 West 5th Street in Metropolis, Illinois with the Honorable Mayor Billy McDaniel presiding. Upon roll call the following Aldermen were present: Nathan Anderson, Charles Barfield, William Carrell, Richard Corzine Sr., David Daugherty, David McManus, Robert Midnight and Jerry Mizell. Also present were Corporate Counsel Rick Abell, City Clerk Brenda Westbrooks, Fire Chief Rodney Brugger, Joe Matesevac with Engineering, Inc., Frank Walsh, Dr. Richard Trampe; Dr. Richard Massie; Dr. Larry Peterson; and Dr. Tim Bellamey who are members of the Shawnee College Board of Trustees, Matt Jones who will be replacing Clyde Wills at the Metropolis Plant since Clyde is retiring as of the 15th of May.

The Meeting was opened with the Pledge of Allegiance followed with Prayer led by Mayor Billy McDaniel.

Citizens Request Time:

(Shawnee College Representatives)
Dr. Larry Peterson along with members of Shawnee College Board of Trustees was present at tonight’s Council Meeting. Dr. Peterson spoke for the group and basically told the Council that they were very glad to have their Metro Center in the City’s Industrial Park thus making it where students can attend that center versus driving to the campus with gasoline prices what they are. Actually they have out grown that facility and are looking to do something else soon. He said they are very proud of their College and what they are able to offer. Their nursing students were the only ones in the State to be 100% to complete and pass the course.
Dr. Peterson said that they are available to assist the City in anyway, anytime they are needed.
Around 7:11 p.m. the board members left the meeting.


(Clyde Wills retiring from Metropolis Planet)
Mr. Clyde Wills who will be retiring on May 16th after 35 years with the Metropolis Planet, introduced Matt Jones who will be replacing him.
Mr. Wills said that he has worked with a lot of different Mayors and Councilmen and was thankful for the way he has always been treated.
Mr. Jones told the Council that he was appreciative of the opportunity and looking forward to working with the City and citizens of Metropolis.
