Condemned Building Committee Meeting Wednesday, August 13th, 2008 12:00 p.m. City Hall Council Chambers Call to Order Roll Call Approval of Minutes ( March 19th, 2008) Abatement property list Update on property located at 1605 Filmore. This property received complaints in our last meeting regarding roofing blowing from a building into the neighbor’s yard and swimming pool Update on property located on 801 Catherine Street, owner Frank Trieglaff. A letter has been sent advising Mr. Trieglaff of the current Metropolis Zoning Ordinance Discuss Condemned properties; Update/discussion on property located at 819 Pearl Street, Elmer Pullen, owner. Mr. Pullen’s time to complete his work was November, 2007 Update/discussion on property located at 600 East 3rd Street, Steve Castleman, owner. Rick Abell sent Mr. Castleman a letter on February 4th, 2008 requesting an inspection of the building Update/discussion on property located on 300 Ferry Street, owner Steve Castleman. Mr. Abell sent Mr. Castleman a letter on February 4th, 2008 requesting an inspection of the building Update on property located on 1901 Simmons Street. The garage has collapsed and the roof on the house is going to fall in. Indication by the property owner of (repairs and contractor) has not been presented at this time. Update on property located on 310 Park Street, owner Eric and Brenda Skees. Permits and work are proceeding according to Kathy Benard Update on property located at 1217 West 10th, owner W.C. Potter. A large portion of the roof is coming off of the metal building and is in a dangerous condition. Attorney Tim Fornes is handling this case for the City Update, discuss and take possible action on property located at 511 East 9th Street, owners Greg and Rhonda Bradford. This property has a recommendation from the committee for demolition on 6/05/08 Other Business Update/discussion on property located on 304 West 9th Street, owner Clem Riley. On June 27th, 2008, Judge Williamson ruled in favor of Riley denying any action by the City to clean up this area. Discuss and take possible action on issues concerning (street blind stops) especially at intersections, and alleyways. The city has a number of areas that need the trees and shrubs cut back to prevent accidents. In additional, we have some fence obstructions. Incentive Package Update; Handouts will show demolition reimbursements from 2006 to present (7/25/08) with a total of $82,494.32 Update on the Massac Theater On February 6th, 2008, Attorney Richard Kruger was notified for the oral argument in Mt. Vernon. The City is waiting on a decision from the Judges in Mt. Update vehicle list 2. Abatement property list a. Discuss and take possible action on property located at 1605 Filmore. Alderman Nathan Anderson has received several complaints about this building. He indicated a tarp has been on the roof for approximately 16 months or more and pieces of the roof are in the yard. Officer David Koch took pictures and has a report, he indicated the roof needs repairs b. Update/letter, take possible action on property located on 801 Catherine Street, owner Frank Trieglaff. What steps do we take in order to handle repeat offenders? Officer David Koch took additional pictures of this property 3. Discuss Condemned Properties a. Update/letter on property located at 819 Pearl Street, Elmer Pullen, owner. In the last meeting, the committee agreed to have Rick Abell to file on this one. Mr. Pullen’s time to compete his work was November 2007. b. Update/letter on property located at 600 East 3rd Street, Steve Castleman, owner. Rick Abell sent Mr. Castleman a letter on February 4th, 2008 requesting an inspection of the building. c. Update/letter sent on property located on 30 James Drive, owner Nova Star Mortgage. Mr. Abell sent a letter December 3rd, 2007. d. Update/letter on property located on 300 Ferry Street, owner Steve Castleman. Mr. Abell sent Mr. Castleman a letter on February 4th, 2008 requesting an inspection of the building. e. Update/letter on property located on 310 Park Street, owner Eric and Brenda Skees. Mr. Abell sent the Skees a letter on March 5th, 2008 requesting the Skees appear before the Council and provide a plan for restoration as well as a time frame. If they do not choose to do this then Mr. Abell will follow through with the appropriate letter to address this matter f. Update/ordinance violation regarding property located on 1900 North Avenue, owner Copley. In the fall 2007, Officer David Koch abated the Copley property for trash and having domesticated animals within the city limits. 2-22-08 I returned to the property on request along with Officer David Koch to give them a copy of the ordinance and told them the rabbits would have to be removed. Prior to this, Officer David Koch gave Mrs. Copley a ticket to appear in court on 3-2-08 4. Other Business a. Discuss issues regarding Clem Riley property located on 304 West 9th Street. On September 21, 2007 Judge James Williamson gave Mr. Riley 6 months to bring his house up to compliance. The time will be up on April 4th, 2008. Mr. Abell indicated it is time to discuss the next step b. Incentive Package Update: In your agenda you have demolition reimbursements from 2006 to the present time 3-08-08 with a total of $70,954.32 c. Update on the Massac Theater: On February 6th, 2008, Attorney Richard Kruger was notified for the oral argument in Mt. Vernon. According to Mr. Kruger it went well for the City and we are waiting on a decision from the Judges. 5. (See attachment) 4. Surplus Real Estate. The Judge has entered judgments of foreclosure in each of the following cases: A. Charles Davy – 409 West 11th Street B. Herman F.
